Backstory: Willis Is the son of a very wealthy scientist, businessman, and douchenozzle. When super powered humans became a more common occurrence Will's father  saw an opportunity, already the head of  an advanced weapons company, began kidnapping these powered individuals and studying then, developing counter measures to sell to the highest bidder, and eventually creating super serums from the DNA of these genetic mutations. Though at first the serum was highly dangerous with a 50 percent chance of survival the invention still made him incredibly rich and he has perfected and added to the serums over time, for a 75 percent success rate on most products. Willis himself is not a bad person by any means, he's a bright, glasses wearing, nerdy guy born with his own metahuman gifts and a passion for badass weapons tech. He sees all these new super heroes and is inspired to try to be like them some day
